I am an East Asia National Security Advisor at Pacific Northwest National Laboratory (PNNL), one of the Department of Energy national labs. I am also a non-resident fellow at Georgetown University’s Center for Security & Emerging Technology (CSET) and The National Bureau of Asian Research.
I previously worked for The White House Office of the U.S. Trade Representative (USTR), the U.S. International Trade Commission (USITC), and the Bureau of Industry and Security at the U.S. Department of Commerce. I served as a staff liaison to the Committee on Foreign Investment in the United States (CFIUS) at USTR and supported investigations for the executive branch and congressional committees on U.S.-China techno-economic competitiveness issues at the USITC and Commerce. Before government service, I consulted for The European Parliament’s Internal Market and Consumer Protection Committee and worked as a program manager & research assistant at the American Enterprise Institute.
My main area of research is the economics of the semiconductor industry. My work has been published by the USITC, the Journal of International Commerce and Economics, IEEE-Computer, and CSET, among others. I’ve testified before the U.S.-China Economic and Security Review Commission and serve on a National Academies study related to the CHIPS and Science Act of 2022.
My academic background is in international political economy and Asian studies. I hold degrees from the London School of Economics and Gonzaga University.
